Rockstar’s $400 GTA 6 Vice City Collection Doesn’t Include the Game

Rockstar Games opened preorders on September 24, 2026, for a $399.99 limited-edition Grand Theft Auto VI merchandise collection that does not include the game.

The product is officially called Grand Theft Auto VI: The Goodtime State – Vice City Collection. Rockstar describes it as a premium Collector’s Box containing 11 physical items inspired by Leonida and its fictional television program Macca the Gator. It is scheduled to arrive on November 19, the same day GTA VI launches for PlayStation 5 and Xbox Series X|S.

Rockstar plainly labels the game as sold separately, so the dispute is not about a concealed condition. The criticism instead centers on the idea of charging nearly $400 for a product carrying the GTA VI name without supplying a game disc, download code or software entitlement.

For a U.S. buyer who wants both the collection and the game, the minimum combined price is $479.98 before tax and collection shipping. Pairing the box with the $99.99 Ultimate Edition brings that total to $499.98.

What is inside the GTA 6 Vice City Collection?

The package is built around Macca the Gator, the star of an in-universe Leonida television show, rather than lead characters Jason and Lucia. Rockstar lists the following items:

• A six-inch Macca the Gator figure with a compartment hidden in its base
• Matte black Oakley Frogskins sunglasses with Prizm Sapphire lenses and a pink GTAVI logo
• A Leonida Keys crossbody bag made with ripstop fabric, patterned lining, woven patches and custom YKK zipper hardware
• A New Era 9FORTY A-Frame snapback decorated with Vice City and Leonida designs
• A pink Macca the Gator magnetic mirror that can also function as a tray
• A Chunkee the Manatee shot glass
• A Vice City collectible swizzle spoon
• A metallic razor-shaped Vice City keychain
• Nine Leonida Keys enamel pins in a custom metal tin
• Nine vinyl stickers packaged in a themed bag
• A double-sided souvenir poster with Macca artwork on one side and a map of Leonida on the other

The Oakley sunglasses and New Era hat are the only products carrying named third-party brands. Rockstar has not published individual prices for any component or explained how it arrived at the $399.99 package price, making it impossible to calculate an official item-by-item value.

The map may be one of the most desirable pieces for longtime Rockstar collectors. The store describes it as covering the Leonida landscape, but it is presented as the reverse side of a souvenir poster rather than as a separate guide or atlas.

What the $399.99 box does not include

The collection includes no copy of Grand Theft Auto VI, no download code and no platform entitlement. Buyers must obtain the PlayStation 5 or Xbox Series X|S game separately.

Rockstar’s product list also contains no steelbook case, art book, soundtrack or exclusive in-game content. This makes the collection fundamentally different from a conventional collector’s edition that combines software with physical and digital extras.

Those totals exclude sales tax. Rockstar also says the merchandise collection is not eligible for its free-shipping offer, meaning delivery will add to the final cost in supported regions.

The $79.99 Standard Edition is therefore the least expensive route for anyone primarily interested in playing the game. The $99.99 Ultimate Edition adds premium vehicles, weapons, clothing and other content connected to Jason and Lucia’s story, but it is not bundled with the Collector’s Box.

Why the announcement is drawing criticism

Early discussions across GTA-focused communities were dominated by three complaints: the $400 price, the absence of the game and the choice to include a paper Leonida map only in the expensive merchandise package announced so far.

Commenters also questioned the creative focus. Instead of a statue or artwork centered on Jason and Lucia, the box prominently features Macca the Gator, a fictional character whose television program players have not yet experienced. Some buyers said they would have preferred a conventional protagonist statue, steelbook or art book.

Others were interested in individual pieces—particularly the Oakley sunglasses, New Era hat, poster and smaller Vice City accessories—but did not want the entire package. Rockstar has not announced separate sales for any of the 11 items.

The reaction is not universally negative. Some collectors have defended the concept as an assortment of deliberately tacky, in-universe tourist merchandise that fits Rockstar’s version of Florida. Selling the merchandise separately also lets customers choose their preferred console and game edition instead of forcing Rockstar to manufacture multiple versions of the same large box.

Rockstar has not said that platform flexibility was the reason for this release structure, however. Nor does early social-media criticism reveal how well the limited collection will sell. The company has not disclosed how many units it produced.

GTA 6’s boxed game does not contain a disc either

The controversy is amplified by Rockstar’s approach to the game’s own physical release. The boxed Standard Edition of GTA VI contains a digital download code rather than a playable disc.

Rockstar says boxed copies will become available for shipping and retailer pickup on November 12, one week before launch, allowing customers to redeem their codes and preload the game. The Ultimate Edition is digital-only, although Standard Edition owners can buy an Ultimate Edition upgrade through the PlayStation or Microsoft stores.

That means the Collector’s Box could not simply have included the same disc found in another version, because Rockstar is not releasing one. It could theoretically have included a platform-specific code, but doing so would have required separate PlayStation and Xbox packages or a selection system during checkout.

Rockstar’s currently published description of the boxed Standard Edition lists the game code and the Vintage Vice City preorder pack, but not a printed map. The company has not announced whether a paper map will be available through another product.

Rockstar has sold a game-free Collector’s Box before

The format has a direct precedent. Rockstar released a separate Red Dead Redemption 2 Collector’s Box in 2018 containing a metal lockbox, playing cards, a challenge coin, a puzzle, pins, a bandana, a treasure map and other physical items.

That box also omitted the game. At the time, Rockstar said separating it from the software allowed customers to pair the collectibles with their choice of physical or digital game edition.

The significant difference is the price. The Red Dead Redemption 2 Collector’s Box launched for $99.99, one-quarter of the new Vice City Collection’s U.S. price. The inclusion of licensed Oakley and New Era products helps distinguish the new package, but Rockstar has not provided a cost breakdown that would let buyers assess the premium more precisely.

What buyers should know before ordering

The Goodtime State – Vice City Collection is aimed at dedicated collectors who want official limited merchandise and are comfortable purchasing the game separately. It provides no listed gameplay advantage and is not necessary to access GTA VI or its preorder content.

For most players, the decision is straightforward: the $79.99 Standard Edition contains the complete game at one-fifth of the merchandise box’s price. The $399.99 collection is a separate luxury purchase, and buyers should not mistake it for an edition of Grand Theft Auto VI itself.
